Panelists Miles Rapoport, President of Demos & former CT Secretary of State; Peter Wagner, Executive Director of Prison Policy Initiative; Gary Holder-Winfield, State Representative for New Haven, CT; and Mike Lawlor, State Representative for East Haven, CT (and Chair of the Joint Committee on Judiciary) discuss the political impact of counting prisoners.  In Connecticut, without using prison populations as padding, 7 districts are missing more than 5 percent of their required population.  These prisoners cant vote and come mostly from Connecticuts cities.  How does this impact policy decisions?  How does this play out in Connecticut and elsewhere in the country?  And how should we count prisoners?  This event is cosponsored by Yale Law Schools chapter of the American Constitution Society, the Arthur Liman Public Interest Program, and Dwight Hall at Yale.
